.ipa files and iCloud

hi all, did try searching didnt quite come answer...

have icloud singing , dancing, ok go ahead , delete .ipa files on laptop? have smallish drive , 16gb of .ipa files itunes. presume on cloud don't need wasn't sure if itunes re-download them if did, has else done this?
