Quick question about iphone upgrade

first of all, have never had iphone before
when went college last august, decided sign family plan along 4 of friends can contracted iphone cheapest price possible(i'm not host account)

since @ time new iphone 4s(well thought gonna 5 though) expected in couple of months, decided wait , signed android phone. salesperson @ radioshack told me go when 4s comes out , purchase it. however, when radioshack people have 4s in storage, told me have wait 6 months after initial date of contract new iphones 199 dollar price. frustrated, still complied. , today, 6 months after date of contract signning, went radioshack, , salesperson told me have pay 450 cuz upgrade!! mean seriously??

can here tell me impossible me iphone 4s 199 price now??
