Is there a dedicated LTE plan for AT&T 4G? Current Speeds are sloooow

i transferred existing at&t 3g service , wondering if there dedicated lte plan tablet.

though area hspa+ enabled, data speeds no better 4s.

dl 0.20 ul 0.48 -95ms

4 bars reception too..

 

the available plans (250mb, 3gb , 5gb) lte enabled.
