ipad hotspot (verizon)

i got new ipad , set hotspot feature on it. connected iphone 4s , able use ipads hotspot fine. problem when leave house , come later, iphone not automatically connect ipads hotspot, have turn ipad on, goto hotspot tab (which on) , , iphone finds , connects. know of way keep ipads hotspot feature "on"?

 

this made me stop using iphone hotspot macbook air. frustrating.
