iOS 3.1.3 and the "Cellular Data "On-Off" Button

here's problem, acquired iphone 3g (not 3gs) , downgraded ios 4.2.1 3.1.3 , after doing noticed on , off button cellular data network menu missing , understand it's ios 4+ feature. question. there anyway add 3.1.3 i've tried many of apps , sbsettings has worked far doesn't shut data off completely, changes apn 127.0.0.1 , phone searches internet, reason trying had significant battery life when used option on 4.2.1 there way plist files or something?
