App icons all in one space

i turned ipad on , off, , reset them, did make icons this? in first pic attempting move icons, hence why wonky

 

i had glitch on 1 of 5.1 betas... see has lived on final release.

did opening folder, attempting move icons, , simultaneously rotating device landscape. or @ least that. can't remember.
