Only Adults 21 and Up can Preorder iPad? (Updated)

i paying attention tracking information on fedex site , saw must 21 sign ipad package. sounds crazy me. luckily i'm old enough young people can have credit card or debit card , able preorder? these people not able receive ipad?

i imagine delivery driver, gauge if person @ door @ least 18 (i know says 21) , appears in least bit, responsible , deliver ipad.
