12" PowerBook G4 Doesn't Like Restarting

i bought 12" powerbook few weeks ago hard drive dead, got hold of hard drive other day , have since stuck new hard drive in there. works absolutely fine apart fact doesn't boot (hard drive doesn't spin up) when it's restarted. why this? seems bit weird can shut off, boot flawlessly can't restart.

 

boot open firmware , type

code:

reset-all

this resets pram , nvram , might solve problem!
