Newbie questions on shape creation and placement

so, warning front. have never programmed website , these questions dumb frustrated people me exist. that's out of way ...

made quick pdf (yes, spacing , alignment off, done quickly) of general layout of website want make, filler text showing write or have picture. through university have access dreamweaver (which looks intimidating me) , rapidweaver. however, can't find way make boxes , images arranged in rapidweaver, or how set without annoying headers , footers in themes.

there options drawing these shapes , inserting text, in drawing program? how make there's no theme? downloading "multi no theme" or "multi flat" theme google-fu came still don't let me control background color , like.

help. , yeah, know should pay code me, don't have spare money sitting around .

i don't use dreamweaver wysiwyg @ , have not used rapidweaver, others might able weigh in other perspectives. do know html, css , js.

option 1: create design in photoshop , export html. positive: design elements (generally) stay same. negative: bloated code, images make large download visitors , less flexible editing in future

option 2: scrap design , use template dreamweaver, rapidweaver, or better yet, wordpress. wordpress open more possibilities , benefits using cms.

option 3: learn html , css. take time, better off in long run , give flexibility , can set design , layout want (well, within constrains of modern browsers)
