AT&T Says Throttling of Unlimited Data Users Done on Case-by-Case Basis

last week, firestorm erupted on publicization of at&t policies can result in users on grandfathered unlimited data plans seeing data speeds throttled after burning through little 2 gb in month.

reports on policy, went effect last october intended affect top 5% of users on unlimited plans, had pegged carrier enforcing throttling on customers using in excess of 10 gb, limit appears have been coming down on time. lower limits have left wondering why continuing pay $30/month "unlimited" data plan throttled after 2 gb while at&t happily sells customers 3 gb "limited" data plan same price.

at&t note in support document on website that top 5% of data users did average approximately 2 gb per month of last august, although number vary month-to-month , market-to-market.
at&t not, however, automatically throttling users on unlimited data plans once reach "top 5% level" in neighborhood of 2 gb, the new york times reports at&t throttles these customers when reside in areas shortages of network capacity.
still, at&t hasn't addressed observations "unlimited" data users receiving less data service 3 gb "limited" data users same price. while unlimited customers can technically continue go beyond 3 gb without incurring charges customer on limited plan would, at&t's throttled speeds low considered unusable many.

ultimately, many users of users still on at&t grandfathered data plans viewing enforcement of throttling @ 2 gb effort force them giving plans , converting tiered plans at&t rolled out in 2010.

att needs better explain policy. don't have problem them throttling using uniform objective standard, not seem doing. $30 unlimited package should guarantee users of same 3gbs current users money, not allowed tether, benefit of changing 3gb plan.
