Windows 7 - "You do not have permission to move this file"

i downloaded win7 64bit other day on osx lion via bootcamp , partition internal hdd allow 100gb windows. want move file 100gb hdd partition(while in windows boot) external harddrive contantly receive message "you not have permission move item" have received message "you not have permission delete item" when trying delete files. have never had issue when using solely windows based computer maybe bootcamp has it? user admin, ive tried 'run administrator' etc. etc.

help?
