Flash spot on photo, anyway to reduce it or remove it?

been asked family member if photo (i design, i'm not expert means). i've been playing around - don't know how go it. ideas how go fixing bit (using ps cs5)?

tips @ helpful, i'm lost!

since never had such work, can't cleaning up, since involve lot of cloning , creating parts of image, no information available, face, bones , ear.
since looks photographed tv, photograph of scene of movie or tv show? if so, wouldn't easier , less time consuming, renting movie , making proper screenshot?
