iPhone 4S Stuck on Apple Logo After Water Damage

hey guys, have iphone 4s , after 3 weeks dropped in water did rice trick , did best @ drying out. when tried turn on, had no luck, when plugged computer, turned on showed extremely low battery. charged hour, , still said battery needs charged. purchased new battery. now, still wont turn on unless plugged in. difference instead of showing low battery, stuck on apple logo. have tried cleaning connectors still not working right. ideas?

 

you may have fried board. did purchase extended apple care?
