Restoring 2 internal drives via Time Machine?

i have 2 internal drives installed in late 2009 17" mbp (ssd os, hdd data). reason, stopped working other day, that's nor issue @ hand.

fix previous problem, wiped hdd, thinking restore time machine up, when try drag , drop home folder, asks user/password, still says don't have permissions on lot of files (a different 1 each time) , cancels transfer.

when try restore via time machine, defaults ssd , can't figure out how let me restore backup of hdd, though can navigate backup in finder.

possibility? did mess up, , have start fresh?
