Differences in Data Usage Meter and AT&T Meters

i have iphone 4s at&t 2gb/month plan. noticed data usage pane in settings says i've used less data when check at&t using website. there anyway explain this?

 

remember at&t side lagging few days stuff @ end of last month on months. 1 on phone not have overhead on little out of line.
