i've done tons of research , can't quite seem clear answers. plan buy new ipad have 2 competing desires: use hotspot in (which favors verizon) , travel internationally (mainly europe) (which favors at&t). advice welcome. questions can't seem find answers are:
1. verizon's international roaming rates ipad data? (for 1 time use, not monthly plan). at&t's high @ least international data plans available , work easily.
2. verizon hotspot feature 1 works now? if buy new ipad, turn on when buy data plan?
3. carriers in europe plan use 4g/lte buying 1 version versus other makes sense when swap in local microsim card? can tell, no 1 seems know answer.
4. know carriers, if any, in europe support hotspot feature? i'm interested in france , spain.

both ipads unlocked, pick 1 prefer have service in united states 
. at&t way if prefer hspa+ fallback lte, , verizon if prefer have 3g on continental united states (at evdo speeds though).
verizon 1 work on at&t hspa+ if decide don't verizon.
