What do you lose access to if your app is not accepted?

i making app school newspaper , want utilize lot of technology apple offers. however, before issues can downloaded, required sign in school username , password. see being problem.

if app not accepted , distributed internally, still able use following:

in-app purchases
newsstand
push notifications
icloud syncing

i'm not sure how enterprise program works, reason of above wouldn't function because don't have correct certificates apple. newsstand , in-app purchases wouldn't function because can't registered in itunes connect. there can don't know about? help.
