VOIP only iPhone

i have 4s , looking ipad data plan here in canada.

im looking voip service port current # , able call/txt , use voicemail that.

have expierence this? being in canada makes little harder

 

i use google voice account gv connect , talkatone. don't know canadian restrictions can use skype cost u monthly fee. maybe magic jack or vonage?
