Going overseas: mobile hotspot vs built in network


hello,
decided buy first ipad on whim. i'm still not sure i'm going keep it, figured i'd give shot 14 days (i don't know if can justify price, given have great mbp , nice iphone)...

anyways, main reason picked 1 because going on trip in may portugal. figured nice have watch movies on plane ride over. i'm thinking having internet access nice too.

im not sure if knows more cost-effective: returning ipad at&t model , using international roaming, or buying 3g or 4g hotspot?

you don't i'm assuming usa talk at&t. heard at&t charge $20 per megabyte international data roaming. sure it's nice have 24/7 internet access, not nice. won't have wifi staying?

it's curious why international roaming costs high customers. at&t customer in europe pays $20 per mb. yet when visit roaming costs £120 ($190) data capped @ 200 mb per month, i.e. 95c per mb. quite difference between $20 , 95c. 200mb of data @ $20 buy few ipads.
