adding moving text to videos

hi,

add text overlay movie. move text object in movie. example put name above person , have name move person around.

programs can this?

ideally should possible move clip art speech bubbles or arrows around objects , persons.

i'm looking on cheap side (imoviehd, imovie, premiere elements , such).
