What is the best way to set up 2 iPads?

hi,

have ipad1 , 2 iphones (mine , wife's) on 1 apple id. want buy second ipad (ipad 3 ) don't want synced across devices.

@ moment apps , other downloads synced across three, photos shared ipad not phone , want set 2 ipads differently.

can think of 2 potential answers:

1. create second apple id in wife's name phone , ipad - mean lose has need reconfigure it

2. turn off icloud on devices - lose benefit of backups , still try load when synced mac.

suggestions?

separate id's make more sense. why not create 1 new ipad? can set way want, , retain present system have ipad1 , phones.
