"Wobbly" scrolling on new iPad

has else noticed this? when scrolling web page or similar content in other apps, touch screen , move finger , down repeatedly @ speed might use scroll bottom of page. when this, on page lot of text , images, can see page content skews left side of screen scrolling ahead of right side of screen causing "wobbly" effect when scrolling , down. can compare rolling shutter effect digital cameras when panning while shooting video.
