issue with iCloud song downloads to iPhone

i having issue playlist contains songs in cloud. @ work trying songs downloaded. clicked on download (36 songs), doesn't anything. tried clicking on individuals songs , of them download, not. stream , hear song, after song done has not downloaded! ideas to why songs seem streaming , not downloading properly? (free space on phone not issue btw)

 

ok, still not letting me download songs. streams them! check info on imac , account apple id store account same songs. else have issue?
