when go public library research , use apple mail send out emails noticed not emails sent out…they sit @ draft folder under aol account. why can't send click send button??

on email providers end, block ip address of library's public network, if network had been used in past send lot of spam through.
live, cox cable our internet provider, , ton of people use free @cox.com accounts come service. cox won't let send email mail application, when you're not connected network, unless funky manual setup of email client. notebook on home cox connection send email fine, minute use free public network, you'd unable send. again, limitation imposed them, not email client you're using.
