opened file all garbage on my mac

hi have apple imac leopard . have latest adobe reader installed . went @ property tax assessment file . entered assessment # , pin # , got report . downloaded pdf.html file . when tried open report got page of garbage numbers letters symbols . tax site said needed safari , adobe reader able view report . have ideas why not format in readable page . daughter has apple snow leopard , gets same result report

you didn't download properly. should .pdf file, not .html file.
