My first night shoot...didn't go well

so tried first ever night shoot yesterday. took tripod out around 10pm jericho beach in vancouver try , shot across bay of vancouver skyline. used nikon remote, quite sturdy tripod , both 10-20mm sigma , 70-300 nikkor shots. iso 200, f/11 , ~8-15s shutter.
results sub-optimal.

shots of skyline dark , lacked detail. think next time i'll have physically move closer skyline. see @ point bunch of light dots in darkness. there no appearance of buildings.

other issue (see attached) moon. there beautiful moon out figured hey, @ least i'll cool shots because peaking behind exposed branches of tree. looked cool eyes. lame on computer screen. no detail in moon, can barely tell there branches in shots. furthermore, green thing? lens flare? fingerprint? took uv filter off thinking kind of flare , kind of improved it.

read understanding exposure 3rd ed. , scott kelby's vol. , ii. guess more time shooting , practicing "the shot"?

for skyline shot, try using longer shutter speeds. this shot 60 second exposure @ f/11 , iso 100. don't afraid of getting image bright, have pretty big target hit @ night i've found.
