New iPad, photostream not pulling in all photos

i restored icloud backup. (sold ipad 2 new ipad)

new pictures show fine, goes 20 pictures or so

other devices show 1000 pictures (iphone, mac mini, macbook, atv)

it's not huge deal, else run this? turned off photo stream , turned on, , new ipad download 20 newest pictures.

any ideas?

have 3.6gb free thats not issue
