Why are Intel processors getting slower in MBP?

i'm sure can answer right away, why processor frequencies getting slower in processors intel putting in macbook pros? right fastest cpu can 2.4ghz. why don't have > 3ghz? there other factor keeps these machines fast?

many quad-core vs dual-core. 2.4ghz quad > 2.4ghz dual
