Camera will not work from the lock screen?

after updated iphone 4 ios 5.1, camera no longer works under lock screen. restrictions off , can't find else possibly problem. else have issue?

 

is camera button there when double tab home? there press , nothing happens?

little more info please. that's "not working" doesn't garner whole lot of support.
