iPhone 4S Internet Connection Problem

name daniel, i'm 22 , germany, hamburg. (so sorry bad english) i'm reading site 1 year , wanna start in touch forums, here am.

i've got problem iphone 4s. after jailbreaking last week, internet connection zero. i've done speedtest:

ping: 1578ms
down: 0,04 mbit/s
up: 0,02 mbit/s

wasn't happy jailbreak, i've deleted whole iphone , give new try backup, i've done shortly before jailbreaking.
, now...nothing working...can me? or have destroyed hard, that's done?

carrier telekom germany , i'm not sure if they've slowen connection, because of using volume.
