Please recommend a safe and easy unlocker for 4s (no jailbreak needed)

the girlfriend in london , wants take iphone 4s o2 , grab “bring own phone” plan, iphone needs unlocked first.

don’t want jailbreak, doesn’t need @ all, , don’t want void warranty.

current safest/easiest/recommended iphone 4s unlocker? research i’ve done pointed programs unlocked , jailbreak @ same time seems, , want money software when know there free solutions. i’m happy pay guess if reason software safer, recommendations appreciated.

 

you cannot unlock without jailbreaking first , i'm not sure deal current modem firmwares lag behind jailbreak releases, considerably!
