A Challenge: Manually pushing contacts and calendar entries to iPhones

so i'm android guy have specific need think iphone perfect need real apple gurus.

i'm looking @ buying around 5-10 iphones different people , wanted have ability manually add contacts , events computer phones while phones on wifi network. have remote access calendar , address book while within network.

use case similar of administrative assistant multiple executives needing update contacts , calendar when arrive @ office (which has wifi connection) without having physical access devices.

constraints add complexity:
*there not actual connection internet (either through 3g or wifi) services such icloud not viable.
*the contacts , calendar events different each phone

i've been investigating abilities of lion server i'm not sure kind of details iphone profile can contain.

ideas?

as far how you're gonna go restricting 3g/wifi access...can't there

calendar/contacts syncing...does have wireless when enter building? if set each user account on pc or mac, can set calendar/contacts through accounts (windows contacts & calendar or outlook on windows, address book , ical on mac) , manually sync on tethered connection computer. can set able manage calendars/contacts on computer (outlook allows believe), , can plug in every morning when come in, , newest data transferred phones
