iphone 4 dock connector

hi, received new battery iphone 4. know if battery totally empty when arrives? ask phone still doesn't charge dock connector broken water damage indicator sticker shows bit of pink. if battery loaded bit iphone turn on if dock connector broken? feedback great.

think has power,so can use atleast switching on phone , use 10-15 minutes.

in case dock connector damaged,it need repaired first.
