Battery Center question

for reason no matter how many restarts, battery center widget percentage doesn't match default (see below) know it's 2 percent off it's bugging crap out of me.

else having issue?

same thing happens when turn on numeric battery in sbsettings. percentage off percent or two. not sure battery widget in nc why not remove , @ top right corner?
