can't open files without saving them?

anytime view pdf file on pc internet, can choose open without saving it. macbook pro, prompted save it. can open it. there way view/open file frrom web without having save first on mac?

 

if use safari, can view pdf files inside safari without downloading them, guess (as in not know), use firefox, opera or chrome or other browser?
