Call about a test iPhone?

one of relatives telling me got call part in receiving , testing new iphone 5, , refuses admit they're wrong. apple/at&t (the company they're with) doesn't right? seems un-appleish , i'm sure at&t can't that. safe call bull on this? thanks!
