iPad charging 'problem'/weird

hey guys, when charge ipad , put on non conductive surface such sofa not touching it, when stroke of ipad or touch metal surface, sends vibrating feeling through arm, kinda electricity escaping or something, gets hot fast. ipad broke? happen you?
