Verizon 4G phone hotspot

on verizon 4g phone, don't have option add $30 unlimited mobile hotspot? i'm trying decide if i'd want pay additional data plan on ipad limited 1 or 2 gb if unlimited hotspot on 4g lte capable phone.

 

it's fee , it's not unlimited
