New iPad scrolling very irritating

anyone else notice when scroll, page gets distorted while scrolling? @ first thought new glasses prescription, noticed few other complaints on forum visit

setting or something?

 

i think has devices refresh rate. refresh many lines of pixels has slight delay while screen movement. i'm not expert can see distortion on slower refresh rate monitors.
