cant call or receive calls

had jailbroken iphone4 ios 5.0.1. when made call, got no ringing tone , when pushed end, says call ending without refreshing keypad. stiched 5.0.1 ifaith 1.4 , setup new phone & rejailbroke , it's happening again... had before? need restored 5.1 , returned apple?

 

does work if don't jailbreak it?
