How Does iCloud Actually Work?

ok, bought ipad 3, , have been syncing mbp. if start syncing icloud have few questions before so:

1) once sync using icloud, can later go , sync mbp?

2) have have internet connection, whether wifi or 4g, able access/retrieve storage in icloud?

3) initial 5 gigs of free storage, , ipad 3 being 32 gig, have buy more space able ipad 3?

4) saving photos , movies cloud take space on 32 gig of on board memory?
