iPhone 3gs with no data plan?

first off, know question has been asked many times, , i'm sorry bringing again.

my situation:
so, using lg xenon on at&t, think plan soon, , dad renew same plan. current plan has phone 1,000 text, no data. also, year ago, had at&t place wix block on sim card. dad gave me iphone 3gs, , want able use phone well, not carry both phone , ipod, both dad , not want charged data.

my question:
can put sim card iphone, , not worry data? or at&t know have iphone without data, , charge me data, if have wix block on sim card?
