mac pro/fcp x not fully utilizing cpu?

hey everyone,

scored sweet deal on 12 core, 2.93 mac pro , i've spent past week configuring it. it's beast of computer ssd boot drive, ssd array fcp x scratch disk, , 64 gb of ram. here's problem though, fcp x still rather sluggish.

when rendering, importing, etc, can't machine use more 20% of cpu. watching activity monitor shows it's barely touching ram or cpu. thoughts?

 

well if other apps use cores problem final cut x. on 2.93ghz quad mac pro fcpx throttles processor quite bit. maybe built imac not put past apple.
