"INTERPRETATION NOW LOCAL" warning OSX 10.6?

hi folks,

i've (30 days) began seeing "interpretation local" banner fade in , out (3-5 seconds) on screen. comes , goes in classic apple fashion believe it's os telling me something. coworkers believe mac crashing, continues operate afterwards. it's attributed dual monitor setup (using diamond usb dvi). wondering if has experienced same or similar?

banner covers entire screen left right, not top bottom, in black lettering.
