Newbie iPhone User - iMessage Question

i have relatives in brazil , live in us.

if add cell number of 1 of them contacts , have iphone imessage, send text sms or imessage?
or further, simple? i'm trying avoid getting paying sms charges if imessage avoid it.

it should still send texts through imessage when receiver connected wifi or mobile data connection
