iPad not showing .pdf properly

hello.
trying use ipad same tasks used late mbook pro.
involves receiving, editing, forwarding , printing .xls , .pdf documents.

mariner doing job on excel.
seeing through goodreader , godocs.
print pdf works once understand anatomy.

faced problem receiving filled .pdf form accountant.
there no text, form unfilled.
@ home opened same email imac , form adequately filled. problem me.

have been trying various pdf readers bun none of them has been able read text.

might glitch be? ideas, anyone?
