Outlook 2011 - Sub-Folders Emails missing

i have microsoft exchange e-mail running through outlook 2011. in inbox have several sub-folders , in case show example make sense.

inbox
- bills
- car
- receipts

on phone same view when looking @ exchange account when click on bills or receipts no e-mails show though e-mails in folders.

have idea why aren't showing on phone , need fix this?
