iPhone telephone stops working if cellular data off

when using iphone cellular data turned off, telephone function freezes every second day. need reset iphone. genius bar has told me not apple issue. network provider (softbank japan) has told me not problem, if switch on cellular data every day go away. haha!!!!! elsewhere have same issue? major issue paying $7 month variable tariff!

 

why turn off?
