DECIDING ON 4G SERVICES.... Suggestions? (NYC area)

i'm going upgrade ipad 3, 4g, , using browse ebay, emails, , webpages (mostly research) , not watching netflix or youtube....

best carrier , plan, of using one, , if you're in nyc area better.

assume being 30 minutes outside city , taking train city every day should able signal both carriers, right...? given useage (4-9 hours per day, browsing web pages, not downloading things) there strong recommendations plan should get?

i went verizon ipad since have at&t on iphone 4s , have experienced congestion issues on at&t's hspa+ network. don't know how lte network new york since don't have at&t lte device.

said, while verizon lte have congestion issues in manhattan (i getting speeds 40% in midtown during week vs. @ home on weekend), far seems functional, can't at&t's hspa+ network.
