bought 3GS on craigslist, won't activate


i apologize if thread has been done million times, i've tried googling nothing seems work.

i've taken phone att & apple , won't activate.

there way can restore phone activate? i've tried dfu mode restore.
 

interesting, if planning on using at&t make sure updated.
can attempt hactivate custom ipsw pwnagetool, googling on hactivation becuase not clear on subject
